You're not the first one, who plays PES5, but never heard of WE9LE, so don't feel bad
About WE9LE vs PES5...
Well first of fall PES5 was released in october 2005. WE9LE was released in march 2006, so 6 months later, and it's not like WE9LE was made from scratch. Basicly what happened was KONAMI was releasing different versions of PES5, and was contantly working on the code, to make the game (PES5) better. They released WE9, and couple other versions in the process. Their last was WE9LE, and that's why its the best from PES5 series.
Now to the substance. Why WE9LE iss better ? You just have to play once to notice a difference. Most noticable stuff are less fouls whistled, and better goalkeepers to name two. You also feel the game is rounded and ballanced better.
There is no doubt WE9LE is better than PES5, not to mention other football games
